Travel between the homes of more than one client during the day on behalf of the same home care agency is considered all in a day’s work and must be paid. The 2015 Home Care Rule extended minimum wage, overtime, and travel-pay protections to home care workers. Policymakers may need to consider complementary measures to support care access, including targeted subsidies or workforce investments, especially for groups that experienced larger reductions in care use.
